Nondiscrimination Statement

How to File a Complaint
If you believe you have been subjected to discrimination under Title VI, you may file a complaint with the El Paso Transportation Authority. Complaints must be filed within 180 days of the alleged discriminatory act. You can submit your complaint in writing by mail, or email to:

Charter Services
Charter Service Policy
Federal regulations define Charter Service as transportation provided using buses or vans—or facilities funded under Federal Transit Acts—for a group of persons traveling together for a common purpose. Charter service is provided under a single contract, at a fixed charge (in accordance with the carrier’s tariff), and grants the group exclusive use of the vehicle or service.
Travel occurs under an itinerary that is specified in advance or modified after departure from the place of origin. This definition also includes the incidental use of FTA-funded equipment for the exclusive transportation of school students, personnel, and equipment (49 CFR §604.5).
As a recipient of Federal Transit Administration (FTA) funding, the El Paso Transportation Authority (ETA) may not provide charter service if there is a private charter operator in the service area that is willing and able to provide the requested service.
Because ETA uses federal funding for its transit operations—and to avoid any potential violation of FTA charter service regulations—ETA does not provide charter services, irregular service, or infrequent service for which a premium fare is charged, except in the following circumstances, which are exempted by the FTA:
- Government Officials (up to 80 hours annually)
- Qualified Human Service Organizations (QHSOs) serving elderly, disabled, or low-income populations
- Established agreements with private charter operators allowing the use of FTA-funded facilities or equipment
When ETA provides charter service under one of these exemptions, ETA staff must report the activity to the FTA on a quarterly basis.
If you are a Qualified Human Service Organization and wish to request charter service from ETA, you must first register and receive FTA approval prior to submitting a request.

If ETA receives a request for charter service that it cannot provide, the request will be referred to the nearest private charter provider in the service area or directed to the FTA Charter Bus Service website for additional information on obtaining private charter services:
