The planning process that led to the creation of the El Paso Area Transportation Services, Local Government Corporation (EPATS, LGC), began in 2016 with the goal of encouraging local governments to collaborate in providing regional multimodal transportation solutions and improving mobility options for Greater El Paso residents. The report recommending the LGC structure was published in 2018, and EPATS was formally established by the Texas Secretary of State on November 29, 2021. EPATS, LGC, is a partnership between El Paso County, the Town of Horizon City, the City of San Elizario, the Town of Clint, the Town of Anthony, and the Village of Vinton.
EPATS is committed to developing a seamless regional transit system to enhance public transportation throughout the El Paso region.
In 2024, EPATS began drafting an ADA Paratransit Plan for El Paso County. Following federal guidelines, the process involved consulting individuals with disabilities and organizations representing them, ensuring ongoing participation in the development and assessment of services through an established Access Advisory Committee.
Additionally, public outreach – including meetings, a public hearing, accessible materials, and solicitation of public comment – engaged the widest possible range of potential ADA paratransit users and their representatives.
The ADA Paratransit Plan was approved by the Texas Department of Transportation and the EPATS board in June 2024, and ETA Transit and ETA Access services began in August 2024.
